gigabit ethernet speed questions, do you get 3/4 or 1/2 or full speeds

Is a gigabit connection a pure connection at a gigabit OR does the connection adjust speeds lower or higher or what? If you look into the connection data and see no errors and your connected at a gigabit rating does this mean that is a real gigabit or has it negotiated some other speed rating.
