Dependency service failed to start. No internet access.

Hiya. I am typing this from my laptop using wifi at the same home that my PC is having trouble identifying a network. It has a pop up for turning on windows firewall, when I try that, it says "action center can't turn on windows firewall", trying to turn it on manually runs me in circles. When I hit use recommended settings, it tells me it can not change some of my settings. Error code...
