How do I set file permissions for internet users?

Hi all, I'm not sure if this is the right forum to ask this question, but I'm wondering how to set permissions for a file in Windows 7 so that a user on the internet can access it? I am running an Apache webserver from my Windows 7 Ultimate x64 machine, and I have php and Perl scripts that need to be accessed by users outside my network (such as a FormMail script.)
