Internet drops when downloading

Hi, I recently had to reformat my computer and installed a version of Windows 7 onto my desktop. I discovered that when i come to re download some of my games via steam, or watch a video on youtube my internet slowly loses speed and eventually cuts out to limited or no connectivity (goes from 4-5mbps and drops to 40kpbs within about 30 seconds).
