How do I limit Internet access?

Hi, I work for a small company that wants to limit internet access to an approved list of sites. I've tried limiting thru the proxy server (127.0.0.1), and that worked pretty well, however that seems to clash with hotmail. In addition, whenever I try to open an attached document with email, nothing happens. Are there any resolutions or fixes for this, or should I try something else? Please...
