Internet works with programs but not web browsers while torrenting

My internet works perfectly fine, but when I try to download a torrent regardless what speed the torrent is downloading at regardless of weather its 0kb-1MB I cannot use any web browser on my system to browse the internet but I can use all programs on my computer to play games and do other things that require internet with no problem.
